HBE (Hernieuwbare Brandstofeenheid)
An HBE (Hernieuwbare Brandstofeenheid, renewable fuel unit) was the unit of the Dutch system for renewable energy in transport up to and including 2025. The HBE steered on energy content: how much renewable energy was in the supplied fuel. On 1 January 2026 the HBE was replaced by the ERE, which steers on CO₂ emission reduction across the chain. The term is historical only.
Saved HBE balances did not expire; they were converted. On 1 May 2026 the NEa multiplied them by 46, on the HBE-Other to ERE-Other line. That is a one-off transition factor for balances and expressly not a continuing conversion between HBE and ERE.
